I took the seeded sponge prefilter off of the filter in my 10g and put it on the intake of the filter on my 38g. I wanted to add the extra bacteria from the well-established tank to the not that thoroughly cycled tank. But the filter on the 38g seems to be struggling with having that prefilter on it and it is seriously cutting down on the flow coming out of the filter. Since I have the Botia in that tank it concerns me to have less flow since they really need it. I still have lots of flow from the stand alone sponge filter but with the loaches extra is needed. So I was wondering, if I took the sponge off the intake of the filter and let it rest on the bottom of the tank would the bacteria still thrive and continue to help seed the rest of the tank? Or will the good bacteria die without the constant flow of water through the sponge itself?

You should be fine just putting the filter at the bottom of the tank. The bacteria will still help get your cycle going. I do this every time I start up my QT tank. I just take the extra sponge from my 10 gallon filter and lay it on the bottom of the tank.
