What i'm doing now,is rinse plants rocks,fiter parts in tap water,then quick dip in water i pull from tank to change. Then reinsert them. I'm doing it to control algee. Don't want anymore blooms.

Although it is fine to rinse SOME of your decor, especially artificial plants as well as rocks in tap water, I would caution you to not rinse filter media, foam, grids, etc. in tap water as this will kill off beneficial nitrifying bacteria, which the loss of will result in more nutrients in the water column resulting in more algae blooms and more dangerous water parameters for the fish as well. is your tap water chlorinated? also, unless I missed it, you never did tell us what kind of fish you have or how many? it all comes together with as much info as possible...thanks
