Generally, the lower your pick-up tube, the better the over all circulation will be. As to the use of carbon, generally established healthy aquariums need little carbon, however since you are have some algae bloom issues, I would recommend continued use of carbon. Please refer to this article for more about what Carbon can and cannot do for your aquarium: Aquarium Answers; Filter Media including CarbonCarl

the information Carl posts for you to read is very helpful in understanding the overall approach to healthy aquarium maintenance - not all that you read may be relevant at the time but is very useful - we are not all experts here, but gain more knowledge every day by sharing and reading each other's issues - Carl's writings are there for us to read and learn - there really is not enough time to rewrite the same information 10 times a year when just about everything you could ever want to know lies in those pages of writing, a 30 year compilation - if you still have a question or a problem after reading the post, ask again! we're all here to help each other....

You also might want to consider adding a sponge pre-filter to your intake tube which will lower it even further. I would still keep it off the gravel a little bit so that you don't have a dead spot in you tank but still you can get it pretty low that way. My fish in my ten gallon love it. Some hide around it when they get scared and my various cleaner fish love to pick an easy meal off it. Plus it's a great place for good bacteria to grow and it makes your filter cartridges last longer because all of the big chunks get stuck to the sponge before they ever get inside the filter itself. All you have to do to clean it is to rinse it with dechlorinated water or used tank water in a bucket. It's easy and quick.
