If I read correctly, this is only a way of moving water near the bottom top keep debris from settling, rather than pulling water through the gravel either in a standard set up or as a reverse flow type UGF. This does not appear to be a stand alone filter.
What is interesting is they found that a fine sand works best, however with a typical UG filter whether flow or standard (including pipe types), fine sand works much worse often creating packing and hydrogen sulfide production

For me it's just a different way to return filtered water back to the aquarium. My jets sit just above the gravel line and move water and waste along. I don't understand how the sand thing works given what you said about packing. Never been a fan of fine substrate myself for reasons you mentioned and that it easily gets into places it shouldn't. Looks great in "nature" show tanks but not in real life....
