Panda moor with unusual behaviour

Black moor, panda moor, fantail, uncoloured and ryunkin

Question/Problem:

Panda moor seems to be gasping at surface with rapid gill movement, then he will dive swim around for 30secs then head for the top of the tank again and gulp some more. He is the only one of five doing it however he is the smallest fish (approx 1.5 inches).
I think the tank is cycling as I have just started to get high nitrite spikes. Note the figures above are those now after a 50% emergency water change.

I would also recommend adding an Aquarium Water Conditioner that removes toxic nitrites & ammonia (NH3) while leaving non toxic ammonia bio available for your young bio filter; this would be SeaChem Prime or Amquel Plus

From the picture, his gills appear a bit inflamed/irritated, which could be from high nitrites, but also something else such as gill flukes

Make sure your tank is well oxygenated, but it appears from the picture that it is

Question;
What are the little white strands I see floating in your aquarium?
The picture is not clear enough to tell.
Are these organic, or inorganic debris?
If organic, are they moving?

Also for better goldfish osmoregulation. I would recommend a higher GH of at least 300 for goldfish.
