Well the water parameters all depend on the type of fish you are getting. But of course ammonia and nitrite shoudl be 0 and nitrate no more than 30 or so. Also, what size is your tank? That also influences what type and how many fish you can put in. Unless you have a lot of experience, I would recommend a beginner's fish.

As goldenpuon noted ammonia & nitrites should be 0 with nitrates at under 30-50 As per KH and GH these can vary as per fish and as for pH, you can have general broad targets such as 7.0-7.5, chasing these numbers is one of the biggest mistakes many aquarist can do since this scale is logarithmic and a change of even 1/2 a point is a five times change in pH, this can cause quite a bit of stress on your fish. GH is another area of much misunderstanding as you can have a high GH, but have exhausted important positive mineral ions such as Calcium or Magnesium This article has suggested targets for GH/KH (near the bottom of the article), as well it supplies very complete information about understanding these parameters: Aquarium Chemistry; GH, KH, pH, Mineral IonsCarl
