I believe they are red and/or gold wagtails.
BTW, your crowntail looks just like mine.

Spike (Betta) has not flared since I put him in the new tank He may just be getting used to the new tankmates, however, bettas typically build their nests where there is no current and very little activity. He may still build one, if the other fish leave him alone.
If you want to see him flare, get a small mirror and place it next to the tank where he hangs out. He will certainly oblige as bettas don't recognize themselves in a mirror as anything but another betta. It is a stressor, though, so don't leave it there too long. John
