I've updated our article dealing with a aquarium cleaning. While much of this article has information that is common knowledge, it still has in depth information on the subject that is not readily found elsewhere www.americanaquariumproducts.com/Aquarium_cleaning.htmlHere is an excerpt from the "Reasons" Section "(11)* Disease eradication; changing water for disease eradication may not solve the problem, but may be a step towards the problem when done in conjunction with medications/treatments (even bleachings and subsequent aquarium re-starts).

I will also note that water changes are important prior to each treatment with aquatic medications so as to lower medication absorbing DOC and “spent” medications themselves so as to render more effective treatments. See: “Aquarium Medications; Part 1”
As well, changing water, especially using a gravel vacuum to go through gravel lowers many pathogens in the aquarium, even including Ich trophonts. As discussed later in this article in the "Methods" section, the use of a gravel vacuum does a better job than stirring or digging of the gravel for the removal of pathogens and trophonts. Using a gravel vacuum is also less stressful to the fish based on my years of professional aquarium maintenance experimentation."Carl
