They are super tiny and kind be difficult to find. And they are good at hiding. Sometimes you can see them in the very front of the tank crawling around under the gravel - look below the gravel line. They're so small they go between the pieces of gravel. We're talking 1 to 2 mm in length.

So should I avoid vacuuming the gravel then? Maybe I should just siphon some water off the top? I'm due for a water change.

If you can get away with not vacuuming the gravel for a couple of water changes, it's probably not a bad idea. Then once you spot some babies in there, you'll have an idea of what to keep an eye out for.
My 10 gallon tank is the hardest one to vacuum, simply because of the shrimp. I'm always sucking up at least one shrimp every week. They're quite fearless (or stupid), because they don't care that this giant thing is coming at them and they don't really move out of the way. Sometimes I take extra care when vacuuming, keeping a hand on the hose to kink it if I suck up a shrimp so it can escape the tube. Other days I just go for it and then carefully examine the bucket for movement before I dump it. If I find a shrimp in there I'll grab it with the net (or the turkey baster if it's super tiny) and toss it back in the tank.
Either way, it's a pain in the butt!

We did some re-arranging last week and removed some of the Java Fern to see if we could find baby shrimp. We still haven't found a single one. I can only guess that the fish are eating them or something.

If you can get your hands on some java moss, it's a great place for baby shrimp to hide, and a good place for them to get some food bits as well.

We've got about 2 cups of java moss already (I took it out and put it in a measuring cup just to see). We've pretty much given up on having babies.

Well, the girls got some Endlers last week and we already have 2 babies so they're getting their baby fix either way...

Good luck with the babies Parker. I would imagine that the young shrimp are smaller than one fry. I bred fish in the past and found the babies quite hard not to siphon up. I used gravel-less tanks with the fry to make siphoning out the tank easier.

We don't siphon hardcore anyway, too many plants. So far everybody is doing well. We've got 2 fry, confirmed.
