I have researched information on it, it may be caused by one diode burnt out. Is it fixable or I have to buy new light?

Is this an AquaRay?

It might be the PSU (especially in cases of strobbing), try swapping PSUs.

If one emitter is out, this usually is a fixture problem, often damage to the circuitry and would need replacement
