So i got some blue pearl shrimp offline but they do not appear to be blue yet probably due to shipping stress or some disease they seem to have because i currently have them in a breeder net why their tank is being prepared and I am feeding them regularly but at the same time their back legs start to do this thing where they are flicking back and forth and then all their legs do it and then they die....? what is happening pls help.

Shrimp are a hard one to keep. I know a lot of people have problems. They have to have great water parameters. A sponge filter and wonder shell is very recommended. I'm thinking it's damage from shipping, poor water, oxy. stress... Do you know how the long the shipping process took?
I don't know really what the cause is or what you can do right now for them. Just having the best water you can, keep feeding, and these amount of stress possible. Maybe even darken where they are staying. I know color is a sign of health, so if they are not blue, something is up.

I moved them into a tank and out of the breeder net so they can graze on algae hopefully I can save the last 6 of the 21 I got.

Sometimes there is a problem with molting.
The lack of bio available minerals can have an affect on molting too.
The above said, Shrimp can be a difficult specimen to keep, as well many treatments that you might need for fish are not tolerated well by shrimp. For these reasons, IMO shrimp should always be the last specimens added to your aquarium once the fish, plants are established and your aquarium is mature.
I am a bit confused with this question too, since I was under the impression you were just setting up your aquarium, now suddenly you have shrimp? You need to get your chemistry "fixed" long before you add shrimp.
Rushing this process will only result in compounding problems down the road
